The Presentation of the New ILO Publication
On 5 December 2011 in the conference hall of the Confederation of Trade Unions of Armenia a presentation of the book published in armenian by ILO “Never work alone” was held.
Two seminars in Tsakhkadzor
The Educational-research center of the Confederation of Trade Unions of Armenia and the department for the work with member organizations and connections with mass media of CTU with the financial support of the International labour organization on 23-25 November in Tsakhkadzor for the first time conducted two days’ seminar for the representatives of mass media. The subject to be discussed was “Reporting a trade union activity in mass media”.
By the decree of the President of the Republic of Armenia N 190-A on 3 September 2011 with the connection of the 20-th anniversary of the independence of Armenia and for long-term and fruitful work in the area of economics the chairman of the Republican branch union of trade union organizations of Machine and Instrument-making workers of RA Hamlet Danielyan is awarded by Anania Shirakatsi medal. We congratulate our college for being honoured with such high government award.
The Seminar in Tsakhkadzor
The Educational-research center of the Confederation of Trade Unions of Armenia with the financial support of the Moscow office of the International Labour Organization on 7-8 September in Tsakhkadzor conducted two days' seminar for the chairmen of the branch republican and regional unions of trade union organizations of health workers, workers of culture and mass media, education and science, state offices, self-government institutions and public services. The subject to be discussed was " The role of the trade unions in the establishing of the decent salaries on the enterprise, branch and in the country".
The senior specialist in workers' activities of the Moscow office of ILO S.Glovackas, the chairman of the Confederation of Trade Unions of Lithuania A.Chernyauskas and the Deputy Chairman of the Confederation of Trade Unions of Armenia B.Kharatyan took part in the seminar.
Some steps were planned on the discussed subject for their further possible realization.
In conclusion the participants mentioned the importance and necessity of such seminars.
A Round Table "Forced Labour Problem in Armenia".

On 4-6 June 2010 in Tsaghkadzor was conducted the evaluation seminar on Informal Economy, organized by the Educational-Research Centre of the Confederation of Trade Unions of Armenia (HAMK).
On the 3rd -4th of May 2010 the guests in the Confederation of Trade Unions of Armenia were the responsible officers of the ICEM (International Federation of Chemical, Energy, Mine and General Workers' Unions).

On 21 April, 2010, in the Confederation of Trade Unions of Armenia was held the Round Table on the final discussion of the survey "Awareness on Labor Rights and the Role of Trade Unions among Armenian Youth", conducted by the financial assistance of OSCE in Yerevan.
The Chairman of the CTUA had a meeting with the Friedrich Ebert Stiftung Representatives
On 24 September 2009 the Chairman of the Confederation of Trade Unions of Armenia Eduard Tumasyan received the Director of Friedrich Ebert Stiftung Matthias Jobelius, the representative of the International Dialogue Division of the Central and East Europe Department Regine Schubert and the Head of the Armenian branch of the Stiftung Naira Gevorkyan.
Matthias Jobelius expressed his gratitude to the Chairman of the Confederation of Trade Unions of Armenia for the kind reception and introduced some aspects of the activities of their fund which has connections with more than 90 countries of the world, cooperate with the social-democratic party and trade unions of Germany and attach much importance to the social and labour problems. The chairman of the CTUA acquainted the guests with the CTUA structure and some important aspects of the CTUA activity. He mentioned the fact that for the first time in the republic a tripartite republican collective agreement among the Government of the RA, the Confederation of Trade Unions of Armenia and the Republican Union of Employers has been signed this year which contains additional safeguards to the settlement of the social-labour relations and mutual activities of the parties.
E.Tumasyan also introduced the activity plan of the CTUA adopted by its last congress, told about the membership in the structure of the International Trade Union Confederation.
The deputy chairman of the CTUA B.Kharatyan introduced the CTUA strategy for 2009-20 on the struggle against labour migration, human traffic and forced labour adopted by the Presidium on 27 February 2009.
The head of the Educational-Research Center of the CTUA L.Khachatryan introduced new methods of trade union personnel training.
Having acquainted with all the necessary aspects of the CTUA activities M.Jobelius declared that their fund is ready to cooperate with the CTUA and expressed their wish to discuss all the possible kinds of such cooperation.
In conclude the chairman of the CTUA E.Tumasyan highly appreciated this visit and expressed hope that the meeting and discussions will be the guarantee of further cooperation.
The Republican Tripartite Collective Agreement In the Focus of Attention
The chairman of the Confederation of Trade Unions of Armenia Eduard Tumasyan on 29 September had a meeting with the representatives of the Global Trade Unions UNI. During the meeting the chairman of the CTUA mentioned the importance of the cooperation of the international trade union organizations with the trade unions of Armenia which will certainly promote the further development of the Armenian trade unions. The matter of the concluding of the collective agreements in the trade union organizations of different levels was also discussed.
On 29-30 September the representatives of the Moscow office of the Global Trade Union UNI, the Coordinator G.Ovsyannikov, Information and Training Coordinator Maria Zhilina had a meeting with the leaders of the trade unions of Armenia, with the leaders and UNI active members in Armenia - the Branch Republican Union of Trade Union Organizations of Bank and Financial-Credit Institutions of Armenia and the Branch Republican Union of Trade Union Organizations of Trade, Public Catering, Consumer Cooperation and Enterprise Workers of Armenia.
During the meeting the Chairman of the Branch Republican Union of Trade Union Organizations of Bank and Financial-Credit Institutions of Armenia Laura Hakopyan mentioned, that in spite of the fact that on 27 April the collective agreement among the Government of the RA, Confederation of Trade Unions of Armenia and The Republican Union of Employers of the RA was concluded, the employers of the bank sphere don't want to undertake the social partnership. And the leaders of several banks refuse to negotiate with trade unions on the subject of concluding of the collective agreement.
The chairman of the Branch Republican Union of Trade Union Organizations of Trade, Public Catering, Consumer Cooperation and Enterprise Workers of Armenia Shmavon Mkrtchayan told about the difficulties of the organizational activity in the non-formal sector, for example in the markets.
7 October - the Word Day for Decent Work
The Confederation of Trade Unions of Armenia supporting the initiative of the International Trade Union Confederation on the 7th of October will for the second time mark the Word Day for Decent Work. The press release was prepared which throws light on the position of the International Trade Union Confederation and the activities of the Confederation of Trade Unions of Armenia against the infringement of rights and interests of employees and was sent to all leading Internet-papers of Armenia (in Armenian, Russian and English). The congratulation of the Confederation of Trade Unions of Armenia to all the workers on the Word Day for Decent Work was broadcast by running line all day round on the "Shant" TV-channel on 7 October.
On 7 October trade union meetings and seminars on the subject of decent work were held in the trade union organizations of the city Yerevan, such as "Nairit" enterprise, CSC "Armenian Electrical Network", Yerevan Ambulance , CSC "Miner-metallurgical Institute".
Nearly a thousand posters and booklets were sent to the primary trade union organizations through the branch republican unions. Special T-shirts were made with the emblem of the Confederation of Trade Unions of Armenia.
The youth activists of the Confederation of Trade Unions of Armenia went out into the streets with posters on 7 October and in the busy streets explained to the passers the purpose of this action and delivered booklets.
The Reference of the Legal Department of the Confederation of Trade Unions of Armenia
The civil case in connection with the application of Galina Marchenko against CSC aviahydrometeorological center "Zvartnotz" attached to the Ministry of Nature Protection of the RA on the case of restoration on the previous post was considering in the Court of first instance of the community Malatiya-Sebastiya. G.Marchenko worked as an engineer in this center since 1980, and since April 2004 till the time she was relieved of her post she worked as head of the department. The reason for the prosecutions of G.Marchenko by the director of the center was the fact that in April 2008 G.Marchenko together with other 15 workers held the meeting and set up a trade union organization and was elected chairman of the trade union organization. The director of the center appealed with the letter ¹ 177-13.09.2008 with the proposal to terminate labour agreement with G.Marchenko. The State Inspection turned down this proposal. However, deputy director K.Kartashyan ignoring this decision issued an order and fired G.Marchenko thus broke the law. He also terminated the labour agreements with two other workers who had been elected to the trade union committee. In fact, the director put an end to the trade union organization because seven from ten fired workers were members of the trade union committee. According to the Constitution of the Company workers can be dismissed on the ground of redundancy only on the base of the decision made by the founder - the Ministry of Nature Protection of the RA. But there wasn't such a decision.
G.Marchenko applied to the legal department of the Confederation of Trade Unions of Armenia with the request to draw up an action, to represent and defend her in the court. The head of the legal department of the Confederation of Trade Unions of Armenia M.Piliposyan appeared for the defence of G.Marchenko in the court. The court considering this matter, decided to satisfy the action of the civil prosecutor - to nullify the order about dismissal from post of G.Marchenko and to reimburse the average salary for all the period of the time wasted.
The responder appealed against the court decision and first applied to a Court of Appeal and then to a Court of Cassation, but the verdict of the Court of first instance was left in force.
The meeting with the Ministry of Education and Science of the RA
On 25 November the ministry of Education and Science of the RA A.Ashotyan had a meeting with the chairmen of the territorial trade union organizations which was organized by the Branch Republican Union of trade union organizations of the education and science workers.
Before the meeting the chairman of the Confederation of Trade Unions of Armenia E.Tumasyan received the minister and acquainted him with some aspects of the CTUA activities and then touched on the problems in the sphere of education and science. Afterwards the minister of education and science and the chairman of the CTUA took part in the meeting.
Many problems existing in this branch are obvious nowadays and the reasons are insufficient legal field, uneffective curriculums and text-books.
The chairman of the trade union organization of the community "Kentron" asked to clear the concept "the working time" of a teacher which demands corresponding changes in the legislation.
The minister admitted that there are a lot of contradictions connected with this concept and suggested that all those present together with the branch republican unions work out the proposals for amendments to the draft legislation. The problems of the additional training of the teachers, of teaching the subject "History of Armenian people" in the classes with Russian language education, of curriculums and commissions which deal with working out the new text-books and many other problems were raised at the meeting and the minister gave full answers to them. The minister also suggested the trade union workers to protect their rights and the rights of all who work in this sphere and due to their active work to be involved in the school-councils in order to withstand the headmasters who show their self-will to the teachers who have been working in the schools for many years.
Then the minister told about the plans of the ministry - working out the new textbooks and their publishing, about amendments to the educational curriculums. He also told about his meeting with his Russian colleague and that there was an agreement to study how a lot of branches of the Russian institutes work in Armenia. He also mentioned that some of the private institutes must be checked.
The participants of the meeting came to conclusion that there are a lot of accumulated problems in this sphere and they need more meetings like that one. The minister himself suggested organizing such meeting in February-March of the next year.
While summarizing the meeting the chairman of the branch republican union R.Nalbandyan expressed his gratitude to the ministry for his exhaustive answers to all the raised questions and for the assistance to the close ties with trade unions.
Cooperation with the International Trade Union Organization
The Pan-European Regional Council of the International Trade Union Organization held the round table 26-27 November 2009 on the subject "The Social Partnership and Trade Unions in the context of the economic crisis".
The Executive Secretary of PERC- Pan-European Regional Council Grigor Gradev, the Councillor of PERC Anton Leppik, the Specialist of the research and campaign division of the human and trade unions rights department of ITUO Nadine Thevener, the chairmen of the branch republican unions and the heads of departments of the Confederation of Trade Unions of Armenia took part in the round table work.
The Chairman of the Confederation of Trade Unions of Armenia welcoming the participants expressed its gratitude to the guests for their visit and for their readiness to share the stored experience especially in the context of the world economic crisis and wished the fruitful work during the two-days' discussions.
Then Grigor Gradev congratulated the Confederation of Trade Unions of Armenia on the occasion of affiliation in the International Trade Union Organization on the associative basic and wished successes in the mutual work. Grigor Gradev submitted in details the subject "The economic crisis and the role of the tripartite partnership", which is very actual at present and thus the discussions were very lively. The social partnership has not become the standard in every day life in our republic and it causes a lot of obstacles. That's why the participants were discussing the experience of other regions so actively. Then the world and European trade union movement, their structure, functions were submitted.
At the evening session the subject "The Regional political context - European Council, European Union, the European Commonwealth policy" was submitted.
The next day the subject "The labour norms, trade union rights and mechanisms of their protection - ITUC, European Social Charter, the role of the European Union" was submitted.
While summing up the suggestions on cooperation between Pan-European Regional Council and the Confederation of Trade Unions of Armenia were discussed and determined.
It's worth mentioning that such discussions are in great demand and the participants suggested that seminars, round tables for trade union workers should be organized more often. Meanwhile seminars for the chairmen of the trade union organizations are organized regularly.
